Winding River: Indy's Tree-Lined Value Play

Drive ten minutes southwest from the Indianapolis International Airport and the city starts to fall away. The cul-de-sacs thin out, the tree line tightens, and a sign for Southwestway Park points you toward 8015 Mann Road. That is where Winding River Golf Course sits, on the highest point in Marion County, with the White River bending past the property line.

Indy Parks runs the place, so this is a true muni. The green fees stay in the $30 to $45 range, the parking is free, and the clubhouse is closer to a barn with a snack bar than a country club. That suits the course. Winding River is honest, walkable, and built around the land it sits on, not around real estate lots.

A 1963 Ron Kern Design

Ron Kern routed the course in 1963 over rolling terrain that runs down toward the river. He worked with what was already there, which means the holes follow the contours instead of fighting them. You get elevated tee boxes, blind landing zones over hill crests, and a couple of greens tucked into bowls where the slope feeds putts back to the middle.

The card lists par 71 with five tee options. The Black tees stretch to 6,680 yards at a 71.7 rating and 123 slope, which is plenty firm without being punishing. White plays 6,238 yards and sets up well for most weekend players, with a 69.6 rating from the men's plates and 74.8 from the women's. The Green and Red forward tees come in at 5,146 yards.

Where the Card Bites

Two par 5s anchor each side. The fifth runs 543 yards from the back and asks you to hold a tree-lined fairway off the tee before the green opens up. The 10th is 521 yards and uses elevation to shape the second shot. The 18th finishes at 543 with a real chance at birdie if you keep the ball in play.

The hardest hole on the property is the third, a 422-yard par 4 listed as the number one handicap. It plays straight and long with trees pinching the second shot, and the green sits above the approach. The 16th, a 452-yard par 4 ranked the number two handicap, is the other one that asks for two real shots.

The 11th gets singled out by Visit Indy as the signature, a short dogleg-right par 4 that runs 350 yards from the back. Bunkers wrap the green and the approach is shorter than it looks, so club selection matters more than power. It is the kind of hole that gives you a birdie chance and a double in roughly equal measure.

Undulating Greens, Tight Fairways

Golfers leaving reviews on GolfPass call out three things over and over: elevation changes, undulating greens, and bunkering. The fairways are tree-lined enough that crooked drivers pay for it, but they are not narrow in a gimmick way. You can play conservative off the tee with a hybrid and still reach most of the par 4s in regulation.

The greens are where the round actually gets decided. They roll true, they hold approach shots when watered, and they have enough internal movement that lag putting matters. Three putts come easy here if your speed is off.

Practice and the Academy

Winding River runs a full practice setup with a driving range, a short game area, and a putting green. Doug Rushton is the PGA Head Professional and oversees the pro shop, which carries the usual top apparel and equipment brands. Walking is allowed, which is rare enough at public courses in Indianapolis to be worth noting.

The academy side is run by Chris Clemens, who was named a 2026-2027 Golf Digest Best Teacher in Every State for Indiana, picked up the 2025 Indiana PGA Player Development Award, and won the 2023 Indiana PGA Youth Development Award. The course hosts First Tee, PGA Jr League in June and July, and PGA HOPE for veterans, which runs a free six-week introductory program.

The Verdict

This is a course that rewards repeat play. The Audubon-protected nature areas keep the property feeling rural even though downtown is fifteen minutes north. The conditioning holds up through the season because the elevation drains well, and the value is rare for a course with this much character built into the routing.

If you live on the south side of Indy or you are passing through with clubs in the trunk, Winding River is worth the drive. Show up an hour early, hit the range, and walk it if your legs allow. The greens fee buys you 18 holes of real Indiana terrain that does not feel like Indiana.
